The Local Governance and Community Development Programme- Phase II (LGCDP-H) is a national programme which is being implemented by theMinistry of Federal Affairs and Local Development (MoFALD) and supported by various development partners. The overall objective of LGCDP-H is to contribute towards the national goal of poverty reduction. The programme focuses on effective, equitable and sustainable service delivery through community empowerment, capacity development and policy reform to improve local governance. The programme covers both the demand and supply side of local governance reform. LGCDP-II is seeking applications from qualified, talented and result oriented Nepalese citizens for the following positions: 

Post Title: Regional Public Finance Management Expert (NPPP H)

No. of positions: Six

Duty Stations: Dhanagadhi, Nepalganj, Hetauda, Pokhara, Kavre and Biratnagar

Duration: Annual contract and extended based on performance

Job responsibilities: The Regional Public Finance Management (RPFM) Expert is responsible for: Assisting CSOs for quality assurance assessment process, online reporting and assist in the compilation of lessons learnt and sharing; in coordination with CSO, Provide technical support to Ward Citizen Forum (WCF) for oversights of LBs' various activities; provide technical support in reporting modality from CSOs on public hearings /audits and grievances management in RCU level; review and suggest on practical issues in grievance tracking system to Local Bodies, tracking through use of IT at LB's level.

Qualifications and experiences required: Completion of Master's degree in Business Administration, Public Administration, Finance, Economics or related field. At least 5 years' experience of working on Financial Management, governance and oversight of project /programme activities preferably in public sector in Nepal. Skilled in use of spreadsheets, presentation software, proven experience of handling accounting software or ERP. Proven transfer of skills through capacity development in a development context. Fluent command of spoken and written Nepali and English.
