Job Description

1. Purpose of consultancy


The expected outcomes of this consultancy include:
1.    Facilitate workshops and training on post covid-19 conditions and establishing Post COVID-19 Clinics in 19 designated hospitals. 
2.    Field site visit to Post COVID Clinics to assess and implement key Post COVID-19- Sequelae treatment activities
3.    To continue to gather patient perspective on disability inclusion during the time of COVID-19 for advocacy purposes and informing programming. 
4.    Identify country needs for capacity strengthening and technical assistance on disability inclusion
Make recommendations to address key challenges foreseen for strengthening/expansion of programming that support disability inclusion in the country.

2. Background  


Under the overall guidance of the WHO Representative and the Incident Manager, WHO Incident Management System for COVID_19: direct supervision of the respective pillar leads and in close coordination with pillar members, the incumbent performs the following duties:
One Stop Rehabilitation Services Centre (OSRSC): 


1.    IMS: Technical Expertise and Training/TET Pilar: Support the implementation of the ECHO 1 million project, ensuring disability inclusion throughout all phases of the project: Pre-hospital: incorporating GER (Gender Equality Rights) and disability awareness/management into the BEMT (Basic Emergency Medical Team) training; Hospital: and Post-Hospital care: supporting the establishment of 21 Post COVID Clinics , development of clinical management of post COVID-19 conditions guidance documents, monitoring of post COVID-19 clinics to ensure best practices are implemented to improve patient outcomes


2.    Being part of Technical Expertise and Training (TET) Pillar of Incident Management System (IMS), identify areas/components for inclusion, advocate and work closely with pillar members to integrate/mainstream gender, equity and rights, disability inclusion and rehabilitation in training modules, capacity-development, accessibility audit of Covid-19 Unified Hospitals, operational research , WASH (accessible water & sanitation), case management, telerehabilitation etc. and like-wise collaborate with other pillars – risk communication (accessible risk communication), OSL (Operations Support and Logistics) for assistive devices, step-down facility in SARI (Severe Acute Respiratory Infection) clinics, Health Information for expanding health data to include statistics on persons with disabilities etc. Essential Health & Rehabilitation Services for Persons with Disabilities:


3. Advocate and support broadening of interim guidance for comprehensive multi-disciplinary rehabilitation of person with COVID-19 Recovery:


4. Provide ongoing support WCO (WHO Country Office for Nepal) in planning and preparation of activities of the UNPRPD (United Nations Partnership on the Rights of Persons with Disabilities) project in collaboration with UNCT partners. 


5. As part of learning from Covid 19 response, analyze new initiatives, approaches and strategies, and critically review the components that can be integrated into the existing emergency response framework, and into the health systems for normal times in line with Rehab 2030 framework. Operationalizing Priority Assistive Products List of Nepal & Rehab 2030:


6. Support WHO Nepal in operationalizing the ‘Priority Assistive Products List of Nepal’ especially in the 21 Covid-19 UCH (Unified Covid Hospital) based on the monitoring framework developed in the previous phase and thereby develop a working model for other hospitals in normal times as part of building/strengthening rehabilitation in health systems.
Benchmarking & Dissemination of Best Practices:

7. Support UNPRPD Secretariat, SEARO and WHO HQ in disseminating best practices (e.g. one stop rehab approach, gender equity and rights, disability-inclusive Covid 19 response, one national toolkit, post Covid-19 conditions etc.) through web stories, case studies, advocacy tools, horizontal collaboration and multi/cross country initiatives.


3.    Deliverables

1.    Support UNPRPD Secretariat, SEARO and WHO HQ in disseminating best practices thorough web stories, case studies etc. 
2.    Support WHO Nepal in operationalizing the ‘Priority Assistive products list of Nepal’ especially in the 21 Covid 19 UCH based on the monitoring framework developed in the previous phase and thereby develop a working model for hospitals in normal times
3.    Supported the establishment of Post COVID-19 Clinics  in all provinces
4.    Technical guidance documents/SOP’s to aid proper functioning of post COVID-19 clinics are in place
5.     Advocate and support WCO in planning and preparation of activities of the UNPRPD project in collaboration with UNCT partners. 

4.    Qualifications, experience, skills and languages

Educational Qualifications:


•    Essential: MSc in Community Disability Studies, or MSc in Physiotherapy 

Experience
Essential:
•    At least 3 years’ experience in working with persons with disability
•    6-12 months working with persons with disability in the COVID-19 context

Desirable: Previous experience in working in Nepal or similar country context is desirable


Skills/Knowledge:
•    Technical knowledge in facilitating nation level trainings and TOT, workshop facilitation skills. 
•    WHO recommendation and updates about COVID-19 management and disability inclusion. 
Good report writing skills, good soft skills, team player and results orientated  

 

Languages and level required (Basic/Intermediate/Advanced):

•    Fluent in English, reading, writing, and speaking. 
•    Knowledge of local language is an advantage.

5.    Location 

On site: WHO Country office Nepal, Kathmandu, SEARO Region 


6.    Travel 

 The candidate is expected to travel anywhere within 7 provinces of Nepal. 
The purpose of training includes Training/workshops on establishment of Post COVID 19 Clinics in the provinces.

7.    Remuneration and budget (travel costs are excluded):


a.    Remuneration:  USD 8490 per month

b.    Living expenses (A living expense is payable to on-site consultants who are internationally recruited): USD 116 per day 

c.    Expected duration of contract: Till 31 December 2022.
