As MSNP-II will be concluding in July 2023, the development of the third phase of MSNP is crucial to sustain the achievements made so far and continue the efforts made on nutrition toward meeting the national nutritional targets for SDG 2030. Thus, to the mainstream the efforts to achieve the SDGs targets for nutrition by 2030 and align the efforts to improve the nutrition and food security situation with different national and international commitments including Nutrition for Growth 2021 and UN Food System Summit 2021, a seven-year MSNP-III spanning 2023 to 2030 has been proposed. Since MSNP-III formulation process has been initiated, this is the right time to do capacity need assessment as well as Human Resource Gap Analysis (HRGA) across the sector at three tiers of government and develop capacity development plan and Human Resource Plan to incorporate in the MSNP-III. In addition, it is crucial to explore different modalities of integration of MSNP and nutrition related projects implemented by the GoN and stakeholders for optimum utilization of resources and avoid potential duplication. Therefore, this consultancy also aims to recommend different alternatives for adopting an integrated one door Government led implementation approach for implementation of MSNP-III. The specific tasks/deliverables include

How can you make a difference? 

The main objective of this consultancy is to “support Government of Nepal to carry out capacity need assessment and human resource gap analysis of three tiers of government and its units and develop costed national capacity development plan and HR plan for the implementation of Multi-Sectoral Nutrition Plan (MSNP - III) for July 2023 – December 2030. The consultant will analyse the existing capacity of NPC/NNFSS, PPC/PPPC and sectors at three tiers of government and identify key capacity gap and develop capacity development plan and HR plan for the effective implementation of MSNP-III. This consultancy will contribute to achieving MSNP-II’s “output 2.4 MSNP sectoral ministries and partners have increased capacity to legislate, plan and budget to improve nutrition interventions, including mainstreaming DRR to plan for, respond to and mitigate the effects of disasters and also contribute to achieving the MSNP-II’s outputs and outcomes for developing nutrition resilient society.

The major tasks of the consultant are;

 In addition, the Capacity Need Assessment Consultant is expected to carry out the following specific tasks;

• To carry out capacity need assessment at organizational and individual level to provide an overview of existing institutional arrangements and HR landscape and also analyse their capacities and HR gap across all sectors and stakeholders in planning, implementation and, monitoring of MSNP.
• To draft an outline of a practical and realistic short term and long-term capacity development and HR plan.
• Conduct mapping of nutrition interventions and assess the existing implementation modality of MSNP and nutrition related projects implemented by GoN and stakeholders and also recommend different alternatives for adopting an integrated one door government led implementation approach along with required capacity development and human resources development plan.

• Support to incorporate key capacity gap, HR plan, capacity development plan and program integration plan in MSNP-III.
•  Recommendations for the most suitable, effective, efficient and affordable modes of capacity development plan to address the identified needs.
•  Explore different modalities of integration of MSNP and nutrition related projects implemented by the GoN and stakeholders for optimum utilization of resources and avoid potential duplication.
•  Mapping of the MSNP and nutrition projects implemented by the GoN and stakeholders and recommend different options/models that are required to ensure an integrated-one door government led implementation approach for nutrition program and projects while implementing MSNP-III.
•  Prepare a report of intervention and program implementation modality mapping and also recommend different options/models that are required to ensure an integrated-on door government led implementation approach for nutrition program and projects implemented by GoN and stakeholders while implementing MSNP-III.

Duration of Contract: The total duration of the contract is for 90 working days within a period of 7.5 months tentatively starting from 15 September 2022.

Duty station: The consultant will be based in National Planning Commission and Ministry of Federal Affairs and General Administration (MoFAGA), Kathmandu.

To qualify as an advocate for every child you will have… 

Education:

Advanced University degree in management, public health, nutrition, health economics, Agriculture, social science, or a related field with more than five years of work experience particularly in nutrition and multisector program designing of Government at national and international levels engaging policymakers and Development partners (DPs) at national and sub-national levels.

Experience:

At least 5 years of experience working in similar roles supporting multisector coordination, social mobilization, or governance for nutrition related projects with the Ministry or any government institutions under multilateral /bilateral funded projects or programmes.

 Previous experience working at national government level supporting local government capacity development an asset.

Experience developing capacity development plan, workplans and budgets is considered essential.

Previous work experience with UN or UN supported project and government ministries is preferred.

Special skills and/or knowledge required: In-depth knowledge of the Multi Sector Nutrition Plan (MSNP) and how it is operationalized at local government level. Knowledge of the Government of Nepal’s planning and budgeting process is preferred.

Fluency in English and Nepali is required.
