Swisscontact is a leading partner organisation for the implementation of international development projects. In Nepal, Swisscontact is registered as an INGO that started its operations in 1991. Currently, Swisscontact Nepal (SCN) has five development programmes across different provinces of the country.
SCN provides technical support to the Council for Technical Education and Vocational Training (CTEVT)/National Skill Testing Board (NSTB) to implement Nepal Vocational Qualifications System Project (NVQS-P). The Government of Switzerland/Swiss Agency for Development and Cooperation (SDC) provides financial and technical assistance to develop National Vocational Qualifications System (NVQS) and to establish a corresponding NVQ Authority in Nepal through NVQS-P.
For the second Phase of NVQS-P, we invite applications from committed and experienced Nepali citizens for the following position.
Purpose of the Job
Leading role on establishing and managing of result-based monitoring and evaluation system of the project, assuring the quality of the data and its reflection in periodic project reports,
Leading role in preparing annual plan, targets, and budgets in line with the agreed log frame of the project; facilitating the reflection of budget in LMBIS/PLMBIS and smoothening of the periodic disbursements,
Supporting role in managing the Provincial Project Support Units (PPSUs) and human resources as assigned
Furthermore, this position works closely with the Team Leader, Deputy Team Leader-Program, Process Managers, Admin and Finance Manager, Communication and Knowledge Management Specialist, and Documentation and Database Officer at Federal Project Support Unit (PSU) and with Technical Coordinators at Provinces to achieve the common objectives of the project. This position also provides necessary Technical Assistance (TA) to the Project Implementing Units at federal and province for smooth implementation of project activities
Essential Functions and Responsibilities
1. Compliance with the policies, rules/regulations, and guidelines
Adhere to relevant policies, procedures, rules, regulations, and guidelines of Swisscontact Nepal (Financial and Operational Manuals, Code of Conduct Against Corruption, Conflict of Interest, Basic Operating Guideline (BoG), Local Security Management Plan, Gender Equality and Social Inclusion Guideline, Communication Guideline and other specific policies guidelines and manuals applicable for the NVQS-P).
2. Planning, Monitoring and Evaluation (60%)
Lead in preparing Yearly Plan of Operation with budgets and targets in collaboration with project team and government at federal and province
Assure all planning and reflection meetings are held regularly; discussion and inputs are fed in the reports and planning
Assure that the project has an adequate monitoring and evaluation plan that are well known to and followed by all the
Ensure the smooth operation of monitoring and evaluation system; prepare Outcome Monitoring Summary (OMS) and share and analyze jointly with SDC and project team; make sure that the OMS information is well incorporated in the annual reports and
Ensure all data and information are regularly collected with support of Database and Documentation Officer, documented, and well reflected in the period project
Support to prepare semi-annual and annual reports related as per the requirements of the client, Swiss Agency for Development and Cooperation (SDC) Nepal and
Support Team Leader on preparation of background papers, assessments, monitoring, and evaluation reports, management reports
Support to robust human resources management system in the project with due consideration of GESI and workforce
As a PSU member, provide technical Assistance (TA) to the government and private sector stakeholders of at federal and provincial
Support commissioning of project evaluation, impact studies and other external studies or missions as per the
3. Human Resource Management and support to Provincial Project Support Units (30%)
Work as a line manager for assigned staff and/or province/s and directly manage the assigned number of staff and/or Technical Coordinators deployed in the province/s.
Assist Technical Coordinators of the assigned province/s to better extend the Technical Assistance to the respective ministries and project committees/units at the
Ensure a regular team meeting at provinces, support on preparing a periodic plan (at least quarterly) and reports by the provinces and support reflection of those reports in combined project report at
Guide/mentor the performance of the staff working under and ensure the periodic performance
Assess the capacity gap of the provincial staff (including the monitoring personnel) under assigned province/s and coordinate with the Team Leader for its
Represent the NVQS-P in the absence of the Team Leader as
4. Coordination, Collaboration and Networking (10%)
Support project management on coordination and collaboration to implement the project activities and strategies at the Federal and Province
Coordinate with relevant unit/division at MoEST and CTEVT to ensure that the project budgets are prepared with proper consultations, reflected in LMBIS and are disbursed on
Assist provincial project team in liaising with respective ministry in the provincial government, Council for Technical Education and Vocational Training (CTEVT) at province, local government, and private sector stakeholders to implement the Yearly Plan of Operation (YPO).
Be proactive in establishing a good network among the stakeholders to increase the ownership and to advocate for the Vocational Qualifications System (VQS)
Proactively seek and contribute to inter-project collaboration with SDC-funded projects in related thematic areas as well as other in-house projects of Swisscontact Nepal whereas
5. Other Specific Responsibilities
Professionally discharge other tasks assigned by the project
Be proactive in bringing innovation and taking new initiative in the project in coordination with project management.
Qualification and Experience
Minimum of 10 years of work experience in relevant field (management of TVET training institution or project management) and including 3 years’ experience of Planning, Monitoring and Evaluation of development
At least 3 years of experience in working with federal, provincial, and local governments in the management, organisation development and implementation
Masters or higher degree in relevant field (education, TVET, management, business studies).
Advanced communication skills in both English and Nepali (verbal and written)
Ability and willingness to work in a team to deliver high-quality outputs within deadlines in a dynamic and fast-paced work
Proficiency in MS Office work and Internet use and project management
Knowledge and work experience in Human Resource
Willingness and ability to travel frequently to Provinces
